Which format is best?

WebP for the web, because the files are smallest. PNG when you need sharp edges or transparency. JPG when the file must work with older software.

Does converting lose quality?

Converting to PNG does not, except that a 16-bit-per-channel PNG is saved at 8 bits, because a canvas holds 8. Converting to JPG or WebP re-compresses, so use a quality of 85 or above if the image matters.

Can it open HEIC photos from an iPhone?

Only if your browser can decode HEIC, which Safari can and most others cannot yet. Convert on an iPhone or Mac for the most reliable result.
